The mandatory, portable 1.0 wire codec: MessagePack core types plus the
Portals Erlang-value extensions from Portals.TermExtensions.
Encodes/decodes one frame envelope ([tag | fields]) at a time. Enforces
max_frame_size, max_nesting_depth, and max_collection_length from
the caller-supplied limits before allocating nested structures.
